Cardio is the best fat burner. But if you also want to tone up throw in some HIIT (High Intensity Interval Training) exercises. These exercises for you to work hard in short intense spurts with little recovery time in between. HIIT exercises give you a mix of cardio and strength training all in one workout.
Also, focus in doing workouts that hit your entire core (abs, hips, lower back, and butt). If any of these areas is weak then you stomach will look bigger than actually is.
