Ok so first of all, Hi Im Ashley.

Ok my question is it best to count calories or eat a bunch of small meals in a day and work out??

And another thing how can I make my metabolism better or higher?
Any help will be appreciated! Thanks in advance y'all!

Cardio workouts are the best to get ur metabolism going. Eat high fiber foods with veggies and yes eat small portions every 2 hours with lots of ice water with a few slices if lemon.. u can have baked fish. Chicken or shrimp with briwn rice. Do ur Cardio and u'll see ur self shrink. Keep me posted good luck... :-)

One more thing How many calories should I eat or should that matter?

Well the common daily intake is 2000 cal. Now depending on what your working torwards you may need to decrease or increase that number amount.

Get myfitnesspal and it will let u know what ur cal. Intake should be. Small meals throughout the day is best. Lits of cardio will increase ur metabolism very quickly!!!

Try to incorporate strength training as well, aim for 3 days a week. The more muscle the higher your metabolism. Don't be afraid of bulking up, use light weights high reps and you'll be lean and mean in no time! Good Luck!
