Losing inches not pounds

So I'm having a bit of trouble in my weight loss journey. I've been getting more toned but my weight is staying the same. Yes muscle weighs more than fat. But my dream job requires a weigh in not a body fat calculation. Any tips to cut actually weight?

I'm not an expert by any means, but I feel like swimming might be helpful. A lot of work outs require you to build muscle as well. Swimming might build some muscle, but probably not as much as some other exercises.
