You need cardio to burn any excess fat everywhere but a great workout I love to do to increase the muscle tone in my abs (mainly lower) is get into full plank position (not on elbows) and a hard surfaces floor. Have a towel that your feet are on (or wear socks). Tighten your abs to hold plank perfectly still but slide both legs in until your knees are bent. Slide slowly back out. No ball or equipment needed! If you have a ball, same deal...place feet on ball and roll in. It's killer and I like it for lower abs.
