Same thing happened to my wife when she hit 25 lbs on a MediFast diet with no exercise. She started exercising then started to plateau. Her measurements are still going down but her weight is about the same so she's probably gaining muscle while losing fat. Measure yourself because it's fat you want to lose; the numbers only tell you so much. That way you can see the progress you probably are still making.
