Cardio is the exercise that burns the most calories, but you still gotta work for hours to burn off a burger so eating is the most important factor. Strength training and building muscle with weights or body weight does not burn the calories like cardio, but is crucial to health, important to actually looking good rather than just thin, and helps increase your metabolism so you burn more calories all the time...
I think the best thing is to combine all three.
