Okay, so ever since I began working out regularly, about four weeks ago, I've stuck to 12-15 minute workouts. I knew if I began with 30 minutes, I wouldn't have the motivation to make a habit out of it. Well now it is a habit, and I've been pretty regimented, working out in the late morning, doing core 3 days a week, legs 1 day, and arms+shoulders 1 day. I take my off days on Friday and Sunday, so I never skip working out 2 days in a row. I'm working out to my full effort level each time. But I've heard that you have to workout for at least 30 minutes for it to benefit you. Is this true? Should I be doing more? Tips on how to get more out of a shorter workout?

Max out of the 15 min would be working out full 15 min without no rest. No matter of what do it properly. Follow that rule 2sec-1sec (eg for abs 2sec up 1sec down) and reserve day for insanity (when you feel that you can and when you want)
