I heard mornings r best cuz ur testosterone levels r the highest then and that helps build muscle

Morning is the best moment u can doin Workouts!! 
Cuz u can burn fat immediately cuz u havent eat nothing !!! So is better in the morning before 've breakfast!!

Both are good. In the morning it can get you energized and ready for the day. But at night you can work off all the calories you ate! Especially if you eat a big dinner. You're supposed to eat a big breakfast. A smaller lunch and then even a smaller dinner. This is because people usually are less active later in the day. Unfortunately, most people have it backwards and eat larger dinners and smaller breakfasts.

Both are good because some are morning workouts while the the rest are the evening.

It all goes by your body. Some people do better in morning other are better in the evening. Just like some people workout before a meal and others workout after a meal. Determining on your metabolism, your sleeping pattern, and heart rate is also a good way. Your Dr. who knows you and your health conditions will be able to tell you what is best.
