I would say ab workouts. Crunches, stretches, and a well balanced diet! ♡♡
Loosing weight fast in one place on a whim... wish so much to know how, if there is a way. Havent found such a method yet.
My best advice to you is building up muscle and sweating it out, dear. Targeting solely your abs... will do virtually nothing. While you may develop a bulk of muscle, it will be hidden by this "fat" you want to loose.
Work your entire body hard and pure- muscle burns fat all day every day.
