is working out 4x a week for 30 minutes and doing an intense work out enough to lose 10 pounds in a month?

Its not just about length and intensity of your workouts, you need to be eating the right foods as well or you won't see the results of your efforts

You would see a major change. Eating the right foods as well as being active means we strip away the unnecessary fat on top of our muscles so as we lose weight we gain muscle definition giving you a slimmer toned figure
