Low cardio workouts

If my heart rate gets too high it starts to hurt Dr doesn't have an answer just said don't workout hard enough for it to hurt... Problem is that doesn't leave much variety since most workouts promote increased heart rate. I end up doing planks and bridges on a ball and light hand weights for arms.... Jumping or running of any sort is OUT .... Any ideas what I can do Im new to fitness was stuck in bed 6 years and been building stamina last year and a half
