You can't target fat loss, so you have to diet and do cardio. Good luck
I wouldn't do a diet that kills you, I did a diet that had 6 meals a day plus snacks and lost 30lbs the first month... even though I ate many times, it was small healthy food portions.... I'd rather do that than starve.... also belly fat would be cardio... swimming is also good... for belly fat I would do elbows planks, crunches and the exercise where you hold yourself up with hands and raise your legs while flexing you ans... hard to explain but youre supposed to flex your abs to raise your legs
