Skinny issue (especially legs)

I have a problem regarding my legs. They're too skinny. It's even a bigger problem since summer's already here and i'm too embaressed to wear shorts n all. What workouts should i do? What should i eat? Here's what you should know: im a 15 year old girl. Im a bit underweight. My nutritionist said that all my fat is normal but i have a weak lower and upper body muscle. So, i'm supposed to lift weights. Anyways what do you suggest? And if you know anything that could pump up a flat chest.. Help
