Gain at legs

My lower legs are too slim. I want to gain weight. But whatever exercises i do,that make pain to my thighs but not the lower legs. Please suggest suitable exercise.

Lower legs? Like calves? Do calf raises, jump rope, weight calf extension. And do them a lot! Calves are stubborn because it's such a long muscle and range of motion is short
