It seems like lower belly fat is the hardest to get rid of any suggestions? ?

Just do like modified crunches if u want abs but do a lot of jodding

Plenty of cardio. You can't target fat loss but you can target muscle groups. Eat healthy, plenty of cardio and do flutter kicks, legs lifts, leg spreaders etc....

Just like how you loose belly get you work harder for lower belly fat... Longer cardio sessions... Restrict calories... And include these exercises: 
Planks     Squats.      Leg lifts.    High knee raises.     Mountain climbers
