Burn fat without gaining muscle

I have a body type that gains muscle easily. I began working out a week ago to tone my inner thighs (squats, lunges, cardio...etc.) However, my inner thighs still look the same while my quads are now oversized. What should I do? Am I doing the wrong exercises?

Not exactly oversized...just became bigger than how I want them to be...
