Best Cardio to loose fat and how do I know when I can start focusing on exercises for the stomach!!!!! Help please!!!!!

I am really trying to tone my body!!! I about 145, I really would like to tone my entire body especially my stomach and legs!!!! I've heard start with cardio, in order to loose fat, then begin doing specific exercises??? So what are the most efficient cardio workouts and exercises to achieve a toned body???

Any cardio that you can sustain for a prolonged period of time. Lower intensity with prolonged durations will burn more fat than high intensity cardio which will burn more carbohydrates due to the bodies need for quicker energy at higher intensities.  I would also consider doing some lighter weights at high reps.
