How to fight belly bulge????

So I can feel my core is relatively toned. The upper abdomen is visibly toned. The lower abdomen has a buldge of fat 3" long by 6" wide and approx 1.5" deep I also have a bit of love handles still .... So anybody know what would kill that last belly fat I've been working on it 7 months and it hasn't improved.... My diets healthy I drink water and I'm out of ideas for exercises to target that bulge

Please help!

Eat healthy, and just more Cardio

Try leg raises..  30-50 reps 3 sets.. Should be done last after workout or cardio when insuline levels are low and fat burning chances are higher.
