You cant burn fat from specific places your body stores it where it wants and burns it from where it wants...
You can however tone up your legs muscles do a search entering thighs and you will have plenty of routines to work from.
Although I agree with Matt, There are some fundamental that you can follow to loose weight all around as well as target specific areas of you body so you can tone them, for instance you can try freeletics, swim, run with intervals of cross training.

For females especially that's the hardest place to lose weight and generally doesn't change even through weight changes. But this is where we store our dha which is an extremely important nutrient that americans lack the most. It's responsible for building most of one's brain mass. In a world wide test it was found that more dha correlates with smarter children. This is also found in breast milk.
