Losing thigh fat?

I'm nearly 16, around 5'5 & fluctuate between 160-165. I work out around four days a week & am finding very nice results but am having a hard time losing thigh fat. Any tips would be very much appreciated. :)

Do a lot of Cardio like running ,walking and maybe a sugar free and low carb diet might help :)
