Lose weight without bulking up thigh muscles

I have been working out, hoping to have a slim and lean figure. However, everytime I exercise, my thigh muscles starts to bulk up. Are there any exercises that would allow me to lose weight and not bulk up at the same time ?

Have you actually meassured  anything?

Have your thighs grown? Have you lost weight, or gained? What have you been eating? Calories and protein wise.

What is your perception of a lean physique?

What kind of exercises have you been doing, working towards which goal?
