Skinny and super toned

Right now, 93 lbs at 5'3. I used to be 85 and i loved how tiny my waist seemed then. But i like my legs and butt alot more at the weight i am now. What is the best way to achieve a skinny toned tummy but not lose weight? Exercise/diet tips? Thnx!

Eat clean foods... good protein and complex carbs... and weight training?
