Theres no good time to workout, you workout when your energy is as its highest to have the most effective workout possible. Everyone is different some wake up super energiZed and some don't. It depends on you.
I think best time to exercise is everyday same time no matter if this is morning, evening or afternoon. It is much more important to create habit and then you can play with different times a day to see when suits you best.
I like morning exercises and to top up if I have any strength left add something in the evening.
Focus on a time you can commit. It would suck if you're only giving %25 and should be your %100
I read somewhere that the best time to work out is somewhere around the afternoon, because your body temperature will be higher around that time of day. This is important because it can help to prevent injury.

Night is also good...workout and get a goodnight sleep
