Tone this tummy!

Ok so..I need some help. Im thin but I cant tone this tummy. If I gain weight..I gain it there. If I eat..I bloat. I drink on average 50-64 oz of water a day. Stay under abt 1500-1650 a day.I maintain my weight but uggg this tummy isnt flattening. Help! And ideas..workout suggestions? I was running but was losing weight so I stopped.
