Losing flab whilst maintaining weight

Hello, I'm a healthy weight just a little flabby in places. What is the best way at maintaining weight (don't mind losing a couple lbs, just nothing more) yet still burning the fat whilst building muscle to keep the weight balanced?

Would I not have to have HIIT days to burn the fat for muscle?
