Muscle gain compared to weight loss?

I'm 5'7 and weigh just about 165 lbs on the average. I feel like when I workout I tend to bulk up quicker than I lose weight. What's the best options for me to slim down a bit before I tone my body?

Hi rep low weights cardio cardio and more cardio.. Throw light meals fruits vegies and oats like clock work shread the weight and the muscles.

I second Jr's reply. Cardio. Do some running and then some more. Lol.
