When should one start exercise for abs

I heard ppl say that one should not start doing abs unless fat is shred from stomach ? Is it true? Can smbdy tell me when one should start doing abs exercises

Hm.. I didn't think it would make a difference? It's just that you won't see any difference unless you lose the extra weight. But really I don't know :-S

U mean muscles are already building up... but they r under the layer of fat

You can work your abs and strengthen your core but you won't see any definition unless you lose any fat around your stomach. Do cardio to lose fat, and you can do some abs workouts at the same time :) good luck!
