I want to cut fat and tone on my arm but the strength training workout says use heavy weights to cut fat and lighter weights with more reps to tone how do i do both. need help

I think you would get excellent results with heavy and lite weights. Change it up . You will get toned and very strong arms filled out arms.

The amount of weight, speed of motion, and number of reps all will help both, but what you focus on will dominate ( tone or strength).
