How to have skinny arms?
If you're talking about fat you should do cardio. And don't lift weights! It makes you gain muscles but doesn’t really burn fat.
And diet of course.

Push ups and a good diet! No matter if you have fat or wanna build muscles! I know you think push ups are horrible and make your arms biiiiig but that is just a rumor! The only sport making arms big is swimming! Believe me (swimmer for 11years is speaking!) Nothing is worse! Just do push ups, mountain climbers, planks, ect. Exercises which are good for your abs too!
