Does higher body fat percentage makes it easier for the muscle to grow? Or is it a myth?

In a way , lets just say if your fat it would be easier to get strong that a skinny person although the bodyweight to weight lifted ratio will be lower

What john says. But at the same time if he wants his muscles to show he would have to cut fat. Which will also make him lose some of his mass. Its more to personal genetics than fat or no fat!
