Toning help!

So iv gotten mixed advice from people. What is best for toning?
High weights and low reps
Or
Low weights and high reps

A lot of weight with low reps builds bulk.
Low weight with a lot of reps builds endurance.

Both will tone you up but best way to tone up is to just use your body weight for exercises. Then once it becomes easier add some weight.
