Can anyone give any advice in how to tone my arms, they're small but really flimsy?
To make your arms stronger , push ups are the best way, for start you can try wall push up and knee push up that is good start to make your arm stronger then some full push ups and some light weight dumbell exercises

Slawek has already answered, I'd like to add only few tips: after a while try some variations of the pushups, like "diamond pushups" (inclined and/or kneeling), they would make your arms work in a slightly different way. Same about "tricep dips". Start with few repetitions only and you'll see soon they will become easier :)
