Do I have man boobs or is it puberty

Puberty can make your nips swell up but not usually the breast area...so could be man boobs.

As you mentioned puberty then im guessig your young so either way it can be temporary...man boobs for too long into mid 20s or 30s and can stretch skin or develop into gynaecomastia in some cases.

Without more info like age, weight maybe even a pic then its very hard to give advice!
